Evaluation of the National Youth Strategy (2008) in the Republic of Serbia and Action Plan 2009-2014

The present document is the final report of the evaluation of the National Youth Strategy (NYS) of the Republic of Serbia, adopted in 2008, and its Action Plan (AP) 2009-2014, conducted by Yael Ohana & Marija Bulat for the Ministry of Youth and Sports of the Republic of Serbia (MoYS) and the United Nations Population Fund (UNFPA) in Serbia between September and December 2014. The purpose of this report is to present the main findings of the evaluation team about the implementation and impact of the National Youth Strategy from the national through local levels, its conclusions and a series of recommendations interpreted from those. It is intended to provide a systematic overview of achievements and shortcomings, factors supporting and hindering implementation and clues to the potential impact of actions conducted under the National Youth Strategy and its Action Plan.
